CHALLENGE

The Gramm-Leach-Bliley Act (GLBA) gives authority to federal agencies and the states to administer and enforce the Financial Privacy Rule and Safeguards Rule. These rules apply to "financial institutions" and govern the collection and disclosure of customers' personal financial information. They require financial institutions to design, implement and maintain safeguards to protect customer information. Financial Institutions include traditional (banks) and nontraditional (credit counseling) institutions, as well as companies that receive customer information from them.

The Safeguard Rule requires financial institutions to have a security plan to protect the confidentiality and integrity of personal consumer information. It is recommended that the security plan include a variety of network infrastructure safeguards to protect financial data, such as firewalls, authentication and encryption.
